Why don't archivists sort every old document by subject?
Records can reveal how a person or organization worked through their original relationships and sequence. Rearranging everything into new subject piles may hide that context. Archives can provide indexes and descriptions while preserving an intelligible original order, although the available evidence does not always make that order recoverable.
